A Message from OACP President Matt Scales
With our annual conference in Pendleton next week, I am excited for the opportunity to reunite with all of you. I extend my sincere appreciation to the conference committee and the Victory Group for their diligent efforts in organizing what promises to be some excellent training and a memorable event. I strongly encourage everyone to attend the board meeting on the first day of the conference. This meeting will offer insights into the efforts of our various committees and their members, illustrating the invaluable contributions they make to our organization. Consider also attending other good options that morning: an OACP overview led by me, a panel discussion on being second in command, committee meetings, and three Roundtable discussions on topics chosen by conference attendees.
As my tenure as President of the OACP draws to a close, I want to convey my heartfelt gratitude to each of you for your steadfast support, dedication, and collaboration throughout the past year. Reflecting on the past year, I am deeply humbled by the privilege of having served as your President. It has been a year marked by challenges, growth, and moments of profound pride. From the collaborative dialogues with my fellow chiefs to the hours invested into the work on behalf of OACP, each interaction has left an indelible mark on my journey.
I would be remiss if I didn’t extend my deepest gratitude to Kevin, Marie, and the entire Victory Group for their leadership, organization, and unwavering support during this past year. Their dedication embodies what makes our organization great.
Furthermore, I want to extend my heartfelt appreciation to my leadership team at MPD—Captain Symons, Captain Fessler, and Support Services Manager Brendt Galloway. Your consistent support and dedication while I have been away at times has been instrumental in our collective achievements, and I am profoundly grateful for your friendship.
As I prepare to transition the presidency to Chief Mark Daniel and embark on the next chapter of my journey, I am filled with a profound sense of gratitude and humility. Each of you, like my command staff, has played an integral role in advancing our profession and ensuring the safety of our communities.
In bidding farewell to this chapter of my life, please know that you are all in my daily thoughts and prayers. Your resilience, dedication, and unwavering commitment to our shared mission continue to inspire me, and I am blessed beyond measure to have had the privilege of serving as your President. Thank you, from the depths of my heart, for your unwavering support, camaraderie, and dedication to the OACP.
Together, we will continue to achieve greatness, and I am confident that our collective impact will endure for years to come.

Chief Luke Strait (Milwaukie PD) retired this month after 30 years in law enforcement. During his years at MiPD, Chief Strait initiated and supported many new programs and policies that only left the department better from his leadership. The OACP thanks Chief Strait for his service and wishes him a relaxing and fulfilling retirement. The OACP congratulates Milwaukie PD's new chief. Chief Ryan Burdick has served the Milwaukie community since 2002 and is known for implementing new programs. He took the reigns on April 9. Milwaukie PD is in good hands!

The OACP congratulates Chief Ken Rueben (Philomath PD) on his retirement earlier this month. Chief Rueben has been a valuable member of the OACP since 2011 having served on the Northwest Accreditation Alliance board, as co-chair of the Small Agency Committee, and as Board District #7 Representative. The OACP wishes him great success in his future endeavors.

Chief David Gurski is Philomath PD's next chief! Chief Gurski was sworn in Wednesday, April 3 by former Chief Ken Rueben. Chief Gurski has been with the department since 2004 and has worked his way up through the ranks. The department is in good hands as Chief Gurski appears to be a "natural fit." The OACP congratulates him and wishes him great success in this new role.
