For those not able to join us in person, we will be offering the training online (prices remain the same for in-person or recorded training). Recorded sessions will be available in the days following the conference and will qualify for DPSST credit. In the registration form you will have a chance to choose which option you prefer.

Meet Ashley Driscoll & Katie Kammer:

Ashley Driscoll, Partner with Beery Elsner & Hammond, works on a full range of municipal law issues for her clients including employment and labor, police and public safety, public records, and open meetings.  Prior to coming to BEH, Ashley worked exclusively with Oregon local governments on labor and employment matters as a management representative.  In her free time Ashley is an avid distance runner and backcountry skier. She lives in North Portland with her husband and son.

Katie Kammer is a Pre-Loss Attorney for CIS, advising members on a variety of employment law issues. In addition to guiding members through the disciplinary process as part of the Pre-Loss program, Katie also regularly advises on non-disciplinary personnel issues such as family and medical leave, disability accommodations, and Oregon’s veterans’ preference law. She loves traveling around the state to conduct trainings for members, their supervisors, employees, and elected officials, and is the host of CIS’s employment law podcast, Kammersations. 

Topic: "Arbitration Reform (HB 2930) - Implications and Implementation Steps for Your Agency"
As the 2021 Legislative Session came to a close, several new laws affecting public employers headed to Governor Brown’s desk for her signature and many others were already signed into law. There are new employment laws addressing changes to OFLA, new burdens on employers and employees engaged in litigation over whistleblower claims, new discrimination provisions under Oregon law, and training and recordkeeping requirements for law enforcement personnel. The intense debate over law enforcement reform also resulted in bills during the 2021 legislative session, including HB 2930 which changes the arbitration process for law enforcement officers.  Join CIS PreLoss Attorney Katie Kammer and Beery Elsner and Hammond partner Ashley Driscoll as they discuss the new laws and guidance for navigating them, including any recommended adjustments to policies and practices to track these new laws.
