This Thanksgiving, we pause with deep gratitude to honor the men and women who serve our communities with courage, integrity, and unwavering commitment. To every first responder across Oregon - and to the members of the Oregon Association of Chiefs of Police - thank you for leading with steadiness in moments of uncertainty, compassion in times of crisis, and professionalism every day of the year.

While others gather around their tables, many of you will be standing watch, responding to those in need, and safeguarding the well-being of the communities you swore to protect. Your dedication does not go unnoticed. Your families, too, share in this sacrifice, offering their support as you answer the call - day or night, holiday or not.

 I have had the chance to visit various parts of the state over the past six months and have enjoyed the many conversations. Most recently, I got to catch up with our Northwest chiefs in Clatsop and Tillamook counties. May this season remind you of the profound impact your service has on every Oregonian. We are safer, stronger, and more connected because of you.

Wishing you and your families a safe, peaceful, and restorative Thanksgiving. For those working, please be safe.

Chief Peter Mahuna was honored at a November 22 retirement event, where OACP President Marcia Harnden presented him with his OACP retirement plaque in recognition of his dedicated service to the West Linn community and contributions to the OACP.

His retirement concludes 33 years in law enforcement - a distinguished career, marked by unwavering commitment to public safety.

The OACP extends its warmest well-wishes to Pete as he embarks on this well-earned next chapter, with deep appreciation for the lasting impact of his decades of service.

Topic:  “Bad Hire, Big Consequences: Liability Lessons for 2026”

 Description: Your greatest asset and your greatest liability are the people that represent your agency every day, so the hiring and vetting process can never be limited to finding "warm bodies", even in the face of recruiting and retention crises.  In this presentation, Attorney Matt Dolan will review the sources of short-term and long-term liability incurred by law enforcement agencies when making hiring decisions based on background investigations, academy performance, and conduct during the field training program.
