A Message from Chief Matt Scales, OACP President

 Easter is fast approaching and spring is here which means a fresh start is upon us. Many of us have started our budget process which can be daunting. I just completed my last draft budget for the City of McMinnville, and I cannot tell you how excited I am to move past the endless meetings and deadlines that we sometimes cannot escape.

With spring and the newness that comes with it, what better way to break the cycle of deadlines and budgets but by attending our Annual Conference being hosted at our new site in Pendleton, Oregon. I am encouraging everyone who is a member to please register as I am excited to see all of you there, because we are offering several new things:

  • New Location in Pendleton
  • New Wednesday night event with offsite entertainment
  • Roundtable Discussions Tuesday morning
  • New Vendors and New Products
  • New Speakers

I took the time to research Pendleton for this message since I haven’t been there since 1987. There is a ton of history in this region; whether it’s Pendleton’s Old Town, which is listed as National Historic District, the Pendleton Woolen Mill, or taking a tour of the Pendleton Underground, this will be a neat place to visit and learn more about some of Oregon’s early history.

Lastly, to those interested in running for the Secretary-Treasurer position, be on the lookout for election information in the coming days. I cannot begin to tell you how amazing it is to be a part of this leadership group, it will open your eyes to the inner working of our great organization, and you will see firsthand the positive impacts and stellar reputation the OACP has throughout Oregon.  So, if you are looking at running through the respective chairs on the OACP Executive Board, information will be coming to you soon.  

As I wrap up my final month or so as OACP President I continue to be grateful in helping to guide our organization and I am amazed to watch Kevin, Marie and the staff of Victory Group do their magic. It’s no small feat to move a large conference to a new venue, so thank you from the bottom of my heart to everyone who is making this happen. Let's embrace this opportunity for growth and camaraderie at the Annual Conference in Pendleton. Together, let's make it a truly memorable event!

Cancellation Policy:  If a refund is needed, please request it prior to Tuesday, April 9 and we'd be glad to refund the full amount. Unfortunately once we submit the meal count to the conference center, we will not be able to issue refunds at that time. Jim has a professional career path that is both accomplished and diverse.

During his 13-year law enforcement career, Jim worked primarily in the areas of narcotic enforcement and police training. He achieved the rank of Captain of Detectives at the age of 32 when he was promoted to Director of a New Jersey State Certified Police Training Academy. Apply for the 2024 IACP Scholarship by March 31

The OACP offers a $2,000 scholarship to assist one Chief to attend the annual International Chiefs of Police (IACP) Conference. The scholarship is awarded on a point-system basis. Applications need to be submitted by March 31.  For information on this scholarship and an application form, click here. When applying, please make sure you are using version 2022.1 (located in bottom left corner of form).
