2025 Annual Conference Awards Banquet Highlights

Chief Jim Hamilton honored with the inaugural OACP Chief of the Year award during this year’s conference. Chief Dave Rash and Chief Jason Wade, co-chairs of the Awards committee,  present the award.  

Multiple nominations were submitted, and while the decision was not easy, Chief Hamilton’s exemplary leadership, unwavering commitment to public service, and deep community impact stood out as a model of excellence among his peers.

Chief Henry Reimann receives the Karlyn Campbell Award 

Chief Henry Reimann was recognized as the first recipient of the OACP Karlyn Campbell Award since Karlyn’s passing earlier this year. Chief Reimann’s exceptional leadership, dedication to public safety, and commitment to advancing the criminal justice system embody the spirit of this prestigious award. As a mentor and role model, he has inspired professional growth and set a high standard for law enforcement leadership.

Captain Ryan Eaton receives the Special Service Award. 

Captain Ryan Eaton was recognized for his exceptional leadership and dedicated service. As co-chair of the Second in Command Committee, he revitalized its mission and impact, while also playing a key role on the Conference, Education & Training Committee to enhance professional development across the association.

 

Chief Jeff Groth, Sherwood PD (Ret.)  (Not Pictured) was recognized with the prestigious Jim Jones Award.  

 Jeff Groth was recognized  for his outstanding commitment to leadership, professional development, and mentorship in the law enforcement community. Although Chief Groth was unable to join us this year in Pendleton, the significance of this award remains undiminished. His dedicated service—particularly through his leadership on the Small Agency Committee—has had a lasting impact on agencies across Oregon. Chief Groth is a shining example of post-retirement leadership and service.

 

OACP Executive Director Kevin Campbell honored and celebrated for his 30 years of service to the OACP.  The following wording was displayed on his award.  

"Your role as a guardian of law enforcement professionalism has significantly impacted agencies across Oregon. Your unwavering commitment and dedication are truly valued and have made a profound difference in our profession."

President Daniel also recognized Kevin with a President’s Award, a meaningful tribute designed and assembled by Chief Daniel. Marie Campbell was also recognized for her nearly 15 years of partnership and commitment to the association, serving alongside Kevin with unwavering dedication.

 

Chief Bob Day receives the President’s Award 

Chief Day receives a President’s award in recognition of his exceptional leadership of the Portland Police Bureau, where he has set a new standard by leading with confidence and a servant’s heart. His efforts have contributed to a safer, more vibrant Portland and have helped restore the bureau’s reputation as an agency of excellence.

Chief Travis Gullberg receives the President’s Award 

Chief Gullberg is honored for his outstanding dedication to public safety leadership, exemplified by his active role in the Oregon Law Enforcement Leadership Forum and his impactful insight, input, and testimony on behalf of the Oregon Association Chiefs of Police throughout the 2025 Oregon legislative session.

Other deserving recipients of the President's Award included: Chief Hensman, Grants Pass PD; Chief Burke, Lake Oswego PD; Chief Womack, Salem PD; Phil Castle, DPSST; Chief Ferraris; Woodburn PD (Ret.); & Chief Byram Pendleton PD.

 The Oregon Association Chiefs of Police (OACP) extends our deepest gratitude to the dedicated law enforcement leaders serving communities across Oregon. We honor the memory of those who made the ultimate sacrifice—heroes who will never be forgotten.
