Description: This brief session covers practical, policy-aware ways AI can support investigative workflows - including report drafting, identifying key moments, and transcript Q&A - while maintaining privacy, accountability, and officer control. Attendees will leave with concrete best practices for evaluating AI tools that turn body-worn camera video and case materials into accurate draft reports with less manual rewriting.

Chief Caldera dedicated more than four decades to law enforcement service in Eastern Oregon, building a career with deep regional roots.
He began his career in 1979 as a reserve deputy in Wheeler Co. before joining Morrow Co. as a deputy sheriff in 1983. In 1987, he was hired by Pendleton PD, where he would spend nearly 30 years serving the community and progressing through the ranks of Corporal, Sergeant, and Lieutenant.
"Retiring" from Pendleton in 2016, he continued his service to the region by stepping into the role of Chief for Pilot Rock PD.
Over the next decade, he provided consistent leadership and stability while helping shape the next generation of officers.

Chief Caldera’s career reflects a lifelong commitment to public safety and the communities of Eastern Oregon, with service spanning local, county, and municipal agencies. His leadership, experience, and dedication have left a lasting impact on the organizations he served and the people he worked alongside.
The Oregon Association of Chiefs of Police extends its sincere gratitude to Chief Caldera for his extraordinary tenure of service to Eastern Oregon and Oregon law enforcement as a whole.

After moving to Oregon in 2014, Chief Badal started his LE service as a Corrections Officer with the Eastern Oregon Correctional Institution. In July 2015, he was hired by Pilot Rock PD as a Police Officer.
Over the course of his career with Pilot Rock, Chief Badal has steadily advanced through the ranks - promoted to Corporal in February 2023 and Sergeant in March 2025.
In addition to his law enforcement role, he works with the Pilot Rock Rural Fire Protection District, serving as a Lieutenant.
Chief Badal’s career reflects a continued commitment to serving the Pilot Rock community. His faith is an important part of his foundation and approach to service, helping guide his work and leadership.
The OACP is happy to congratulate Chief Badal on his promotion and best wishes as this new chapter of leadership and service begin.

James Yon has been officially appointed as Chief of Police and Associate Vice President for Public Safety at Oregon State University, following his service in an interim capacity where he provided steady leadership and continuity.
Chief Yon brings more than 28 years of law enforcement experience, including service as Sheriff with the Linn County Sheriff’s Office. Since joining OSU in 2022, he has helped advance a comprehensive, community-focused approach to campus safety.
The Oregon Association of Chiefs of Police congratulates Chief Yon on his official appointment and and wishes him continued success as he officially assumes this role.

With many LE leaders across Oregon entering retirement in 2026, the OACP seeks to acknowledge and honor their years of dedicated service. Although sharing retirement events has not been a standard practice, we intend to do so going forward when information is available, in an effort to better recognize these important transitions.
