Car Care Voucher Program:

OACP has been  proud to partner with OSP and OSSA on the Car Care program introduced in 2019. The purpose of this program is to assist motorists who are stopped for minor motor vehicle equipment violations. The vouchers provide a discount at participating auto parts stores and retailers. Assistance with fixing the broken or malfunctioning equipment may also be provided by employees at the participating stores.

The “Oregon’s Car Care Program” exemplifies the Oregon Association Chiefs of Police commitment to helping keep our communities safe. We can show compassion and empathy for those we serve, while keeping our communities safe. We must strive to continually improve our service delivery to the public and pursue innovative approaches to gain voluntary compliance.

July 2021 OACP Board of Directors  Meeting

On July 29, the OACP Executive Board and District Representatives held their quarterly meeting in Astoria where OACP President Matt Workman hosted at Barbey Maritime Center (picture, left). All were treated to a complimentary lunch provided by Lums Auto Center; big supporters of Oregon Law Enforcement (picture, middle).  Chief Workman provided tickets to the Maritime Museum for those able to visit it after the meeting. Executive Director Kevin Campbell and wife Marie enjoyed touring the Columbia Lightship (picture, right).

OACP's Newest Board Members

The OACP wants to highlight the following Board members which were approved at the May and July Board meetings, and thank them for their willingness to serve the association in this role.

District 4 Representative

Chief John Schmerber (Gladstone PD) was approved at July's Board Meeting. He has been an OACP Member since 2018.

District 5 Representative

Chief Bob Mason (Independence PD) became an OACP Member in 2002 and was approved at the May Board Meeting.

District 6 Representative

Chief Dave Rash (Hubbard PD) has been an OACP Member since 2002. He was approved at July's Board Meeting.

District 10 Representative

Chief Chris Chapanar (Coos Bay PD) was approved at the July Board Meeting. He became an OACP Member in 2011.

District 11 Representative

Chief Warren Hensman (Grants Pass PD) was approved at the May Board Meeting and became an OACP Member in 2016.

District 13 Representative

Chief Cory Darling (Sunriver PD) has been an OACP Member in 2008. He was approved at the May Board Meeting.

2021 IACP Indian Country Officer of the Year Co-Recipients

Congratulations to Columbia River Inter-Tribal Police Department's Officers Kasey Way and Michael Cook! They were nominated by Chief Mitch Hicks and will be honored during the IACP ICLES Annual Meeting at the IACP Conference in New Orleans on September 12, 2021. Read below Chief Hicks' Executive Summary submitted back in June:

"I would like to note the excellent life saving work done by Columbia River Inter-Tribal Officers Mike Cook and Kasey Way, and other first responders and medics.  Shortly after 0100 hours on May 2, 2021, Dispatch advised Officer Cook of an overturned boat with three males in the water of the Columbia River, near the Klickitat River.  Officer Way went to the area first to get "eyes on " the three males in the water.  He was able to locate the headlamps of the three Tribal fishermen and helped the rescue vessel with directions to their location.  Klickitat County Sheriff's Deputy Wells, Deputy Keglay and Inter-Tribal Officer Cook launched the Sheriff's office patrol boat at the Lyle landing. Officer Cook helped deputies to motor the vessel to the three males in the water.  The wind was blowing pretty strong and the waves were crashing over the front of the patrol vessel.  The Officers on board maneuvered around fishing buoys and nets in the pitch black night. Officer Cook's experience helped to guide around known locations of fishing nets in the water and around the sand bars.  Once they reached the fishermen in the water, Deputy Kegley masterfully operated the vessel around the overturned boat with the three fishermen clinging to the overturned boat.  Officer Cook and Deputy Wells used a throw rope to retrieve the cold fishermen and pulled them aboard the rescue vessel. The quick responses by all saved three lives."
