2026 IACP Scholarship Opportunity

The Oregon Association Chiefs of Police is offering a $2,000 scholarship to support one Chief from a small agency (15 or fewer full-time employees) to attend the International Association of Chiefs of Police Conference. Applicants must be OACP members in good standing. Preference is given to first-time attendees and smaller agencies.

Bill Terway was appointed in September of last year as Chief of Police for the City of Estacada. He began his law enforcement career in 1999 and has served with multiple agencies before joining the Clackamas County Sheriff’s Office in 2007. His experience includes assignments as a Deputy Sheriff, Homicide Detective, Patrol Sergeant, Detective Sergeant, and promotion to Lieutenant in 2021.

Estacada contracts police services through the Clackamas County Sheriff’s Office, where Chief Terway also oversees several specialized units, including Search and Rescue, Marine Patrol, Air Support, and federal contract operations—roles that require significant interagency coordination.

The OACP recognizes Bill on his appointment and, though belated, extends its sincere congratulations and best wishes for continued success in his leadership.
