The Oregon Association Chiefs of Police proudly recognizes Chief Gary Bell on his retirement after an outstanding 33-year career serving the La Grande Police Department and the community of La Grande.

Throughout his distinguished career, Chief Bell faithfully served as a Police Officer, Detective, Sergeant, SWAT Commander, Lieutenant, and for the past six years, Chief of Police. His leadership, integrity, and steady commitment to excellence have left a lasting mark on his agency and the community he served.

Chief Bell has also been a valued member of OACP for the past nine years, including five years as the District 15 representative. In that role, he helped welcome new chiefs in Eastern Oregon and ensured the voices of leaders in more rural and remote communities were heard across the state.

The OACP honors his contributions to Oregon law enforcement and wishes him the very best in his well-earned retirement.

An additional thank you to OACP Vice President at Large Chief Rick Stokoe of Boardman Oregon Police Department who presented Chief Bell his retirement plaque on behalf of the OACP.

Lt. Jason Hays has been appointed as the next Police Chief for the La Grande Police Department, with his promotion effective February 20, 2026.

Hays began his career with the department in November 1998 as a Police Officer and has steadily advanced through the ranks over the past 28 years. He was promoted to Senior Officer in 2002, Sergeant in 2011, and Lieutenant in 2020, gaining extensive operational and leadership experience at every level of the department.

Throughout his career, Hays has demonstrated a commitment to professional excellence, community engagement, and fostering a culture of accountability and collaboration within the department.

The Oregon Association Chiefs of Police congratulates Chief Hays on this well-deserved promotion and looks forward to supporting his leadership in service to the La Grande community.

 

 

2026 IACP Scholarship Opportunity

The Oregon Association Chiefs of Police is offering a $2,000 scholarship to support one chief from a small agency (15 or fewer full-time employees) to attend the International Association of Chiefs of Police Conference. Applicants must be OACP members in good standing. Preference is given to first-time attendees and smaller agencies.
