During the 2026 short session, the Oregon Legislature is addressing several high-priority public safety issues, including HB 4151, a bill aimed at increasing penalties for swatting incidents.
Chief Todd Engstrom of Silverton PD provided testimony in support of HB 4151, drawing on his firsthand experience with an intense swatting event at Silverton High School in April of 2025. Chief Oddis Rollins was recently appointed Chief of Police for the City of West Linn, bringing more than two decades of law enforcement experience to the role. His career began with the Tigard Police Department, where he served as a patrol officer and detective before joining the West Linn Police Department in 2015.
Since coming to West Linn, Chief Rollins has steadily advanced through the ranks, serving as Sergeant and later Captain, and most recently as Interim Chief. Known for his steady leadership, operational experience, and strong commitment to both his staff and the community, he steps into the role at a time of continued growth and opportunity for the department.
