OACP members have access to a shared library of agency labor contracts and policy/procedure manuals in the Members Only section of the website. This collection gives members an opportunity to see how other agencies across Oregon are addressing common personnel, operational, and policy issues and provides a useful starting point when reviewing or updating their own documents.

 

These resources can be especially helpful when:

  • Reviewing or updating agency policies
  • Preparing for labor negotiations
  • Comparing language used by other Oregon agencies
  • Responding to legislative, legal, or operational changes
  • Developing new procedures without starting from scratch

Chief Spingath brings more than three decades of military and law enforcement experience to the position. He began his public safety career in 1991 as a military police officer in the United States Air Force, later serving as a corrections officer before joining the Roseburg Police Department in 1999.

 

During his 25 years with Roseburg PD, he served extensively in criminal investigations, including more than a decade as a detective and as a member of the Douglas County Major Crimes Team. His experience also includes tactical-team leadership, firearms instruction and field training. He was among the first officers to respond to the 2015 shooting at Umpqua Community College and later received the department’s Medal of Honor for his actions.

 

After retiring from Roseburg Police in December 2024, Chief Spingath joined the Cow Creek Tribal Police Department in January 2025. He was promoted to acting chief in February 2026 and was sworn in as permanent police chief last Wednesday.

 

Chief Spingath’s experience, longstanding connection to Douglas County and commitment to public service will be tremendous assets in his new role. Congratulations, Chief Spingath, on this well-earned appointment. OACP looks forward to welcoming you and working alongside you.
