"Chart Your Course: Rise with Us at the Fall Conference"

Presentation Topic: "Justice Delayed: The Story of Chief Ralph Painter and the Struggle for Change." 

 Presentation Overview:  'Trapped In The System:Bringing The Killer Of Rainier Police Chief Ralph Painter to Justice' written by Author Rosemary Reynolds looks deep into the investigation and the evolution of one of Oregon’s longest untried court cases.  Mental illness, drugs, and an overwhelmed court system, plus a sub-par state hospital held all the players hostage for 10 years. Rosemary will give an overview of the tragedy and how law enforcement's involvement on a number of levels might gradually help the state get a grip on public safety issues it’s chosen to ignore on a daily basis. 

 

Our OACP Wellness Committee leaders - OACP President Chief Marcia Harnden, Captain Jerry Drum & Past OACP President Chief Mark Daniel - recently joined the Behind the Badge Foundation’s Peer Support for Executives training in Redmond, WA. Chiefs and command staff from several Washington agencies came together to share strategies on peer support, wellness initiatives, and CISM practices to better support law enforcement leaders and their personnel. 

 

From Shop with a Cop and Movies by Moonlight to Popsicles in the Park and Chat with the Chief, agencies across Oregon have spent the summer connecting with their communities in meaningful ways. A heartfelt thank you to every member who invests their time and energy - not just in policing, but in building trust, relationships, and community well-being.

Chief Spino and the CRITPD stopped by the Eagle Quest Culture Camp  that serves Indigenous youth along the Big River - delivering cool drinks & building relationships.

Chief Worthy of The Dalles PD cooled off with a stop at a neighborhood lemonade stand,  building relationships with the next generation of local business owners. 

Chief Tro of Canby PD took on some water- but the 2025 'Grill & Chill' was a huge success! 

Gresham PD officers held a local story-time in the community; reading with kiddos & sharing some time before school starts.

Salem PD joined agencies throughout Marion County, providing Back-to-School clothing for over 200 kids. 

Lebanon PD participated with local agencies for the 2025 'Cast with a Cop' at Camp Tadmor which was a huge success - hosting 18 kids for the day, creating memories for a lifetime. 

Newport PD joined the C.A.S.T. for Kids Foundation which enriches the lives of children with special needs, supports their families, and strengthens communities through fishing events. 

Deputy Chief Graham with the Medford PD team enjoyed 'Coffee with a Cop' - allowing neighbors to ask questions, share their concerns, or get to know local officers over a cup of joe.  

Chief Rich and the BBRPD stay active with the community they serve -  building trust and establishing relationships by just stopping to meet their youngest residents.

Donald - Hubbard PD & Fire held 'Bike Rodeo 2025' where young riders learned the rules of the road, while families connected over safety and smiles.

PPB hosted a local ‘Popsicles with Police,’ where the only thing unlimited was the fun—open to every age.

Chief Mills of Sutherlin PD enjoyed the fun during 'Sutherlin’s Summer Social', cheering on the dunk tank from the sidelines.

U of O PD had the privilege of joining police agencies in Sisters, where they volunteered at the back to school 'Shop with a Cop'.

Chief Coleman of Hillsboro PD used high-fives in the clothing aisle & chats about school to connect during the SWAC event.

Chief Johns of  Stayton PD  helped kiddos drive through Safety Town, graduating with their Safety Town certificates and permits. It was a week full of learning, laughter, and memories.

Chief Harnden of Albany PD & team spent time at the local farmers market, hosting a ‘Coffee with a Cop’ where they connected with community members and shared good conversations.

Chief Fluellen got the buns for the SPD’s world-famous Police Patties cheeseburgers during the 'Movies by Moonlight' event.

Chief Rasic of Sunriver PD making sure SRFD is grillin' with proper permits during the last days of summer.

Chief Day & the PPB partnered with Fred Meyer to provide a back-to-school shopping experience for 250 children. 

Rotary Club & Chief Reimann & his FGPD  team made 'Chill with the Chief' extra special with popsicles and free swim time.

Chief Doyle took time to read to kiddos during the last story-time of the summer reading program in Coquille. 

Chief Engstrom and the Silverton PD team connected with over 450 residents during their National Night Out event.
