Chief Kathy McAlpine & Commander Bob Rogers
"Riots in the Suburbs - Lessons Learned from the Tigard Police Department":


Chief Kathy McAlpine

Chief Kathy McAlpine started her law enforcement career in 1986 as a police patrol officer for Tacoma Police Department. Chief McAlpine served 30.5 years with Tacoma PD where she held the ranks of Detective, Sergeant, Lieutenant, Captain, and 5 years as an Assistant Chief. In April 2017, Chief McAlpine accepted the Chief of Police position with the City of Tigard Police Department. Chief McAlpine is a district representative with the Oregon Association of Chiefs of Police (OACP), currently on the Oregon Accreditation Alliance board. She serves on various other boards (Washington County Consolidated Communications Association CEO board and the Board of Commissions). In 2020, she was selected as the OACP representative for the DPSST Police Policy Board. This year she also serves on the OACP/OSSA Legislative Task Force. Lastly, she is the law enforcement representative for the Washington County Center for Addiction, Triage and Treatment Steering Committee working to develop a comprehensive model to address substance disorder and mental health.


Commander Bob Rogers

Commander Bob Rogers serves as one of two police commanders for the City of Tigard, and currently oversees the patrol (operations) division. He joined the Tigard Police Department in 1997 after serving in the U.S. Army for six years. He holds a Bachelor of Arts degree from Saint Leo University in Florida, a master’s certificate in Leadership from the University of Virginia, an Executive Certification from the Department of Public Safety Standards and Training (DPSST) and is a graduate of the 242nd session of the FBI National Academy. He is a board member and past president of the Oregon Executive Development Institute, as well as an active member of both the Oregon & International Associations of Chiefs of Police and the Oregon Chapter of the FBI National Academy Associates. He and his family live in the Sherwood area where he has remained active in the local community and faith organizations.

Recognition Dinner

In spite of having to cancel OACP's in-person conference, and therefore the Annual Awards Banquet, we have found a way to overcome the roadblock and plan not only a Board meeting, but a Recognition Dinner as well. We were determined to find a meaningful way where the transition of OACP leadership could take place, and to honor several esteemed members of the association. This event is taking place in Hood River where gatherings of this size are allowed. The OACP Board will be recognizing recently retired and retiring Board and Life members, along with a few award recipients. Unfortunately, because of COVID restrictions, we are not able to invite other association members. A photographer has been hired with the hopes that we'll be able to capture this special event and share it with fellow members at a later time.
