Overview:
Implementing Automatic License Plate Reader technology involves far more than purchasing equipment and establishing procedures. Chief Mike Krantz will examine the legal, operational, policy, privacy, and public-trust considerations leaders must navigate to ensure ALPR programs are effective, responsible, and sustainable.
Drawing from his active involvement in Oregon’s 2025–26 legislative session, Chief Krantz will share insight from efforts to develop fair and effective ALPR laws for Oregon. The presentation will also explore the importance of preparing leaders throughout an organization to understand the reasoning behind these decisions, communicate them clearly, and carry responsible practices forward as technology, laws, and leadership roles continue to evolve.
Topic: "Agency Culture and Building the Next Generation of Leaders."
Overview: Creating a healthy culture in your agency can be one of a leader’s biggest challenges. This culture is the foundation for building the next generation of leaders. This class will teach law enforcement leaders how to develop their followers to capitalize on upward leadership opportunities. Discussion will include how to identify these opportunities and how to take advantage of them when they present themselves. Law enforcement leaders will also learn about effective followership. Discussion will include learning about the different followership styles and how to help yourself and others become a better follower.
Topic: “From Success to Succession: Equipping Today's Chiefs and Tomorrow's Leaders”
Overview:
Lasting leadership is measured not only by what is accomplished today, but by how well an organization is prepared for tomorrow. Chief Dolan will explore the importance of succession planning from the very beginning of a leader’s tenure, even when the demands of day-to-day operations make long-term preparation difficult.
This session will look beyond preparing the next chief and consider succession planning as an organization-wide responsibility. Attendees will gain insight into intentionally developing sergeants, lieutenants, and other emerging leaders so they are equipped to step forward with confidence, continuity, and a clear understanding of the organization’s values and mission.

Leadership transitions can define an organization's future. In this engaging lunchtime conversation, a retiring chief and the chief who succeeded him share the story of a leadership transition built on trust, preparation, and a shared commitment to the agency's mission. Together, they will discuss how one intentionally prepared to pass the baton while the other thoughtfully assumed leadership - creating continuity for the department, confidence within the organization, and stability for the community they serve.
Through an honest interview, attendees will hear firsthand lessons on succession planning, mentoring future leaders, communicating change, preserving organizational culture while embracing new ideas, and navigating the personal and professional challenges of leadership transition. This session offers practical insights for current and aspiring chiefs seeking to ensure that when the time comes to pass the baton, both the departure and the arrival strengthen the organization for years to come.
Topic: "Chaos Is the Condition: Modeling Steady Leadership When Nothing Feels Stable."
Overview: “In times of uncertainty, leaders are often called upon to provide stability before they have all the answers. Chief Bob Day will explore what it means to model calm, principled, and consistent leadership when circumstances are rapidly changing and the path forward is unclear. Drawing from his experience leading the Portland Police Bureau, he will share lessons on maintaining trust, grounding decisions in core values, and demonstrating the steady leadership others need during times of disruption.”
