Dr. Tamara D. Herold
 (formerly Madensen) is an Associate Professor of Criminal Justice and Graduate Director at the University of Nevada, Las Vegas (UNLV). She also serves as a consultant for the University of Cincinnati/International Association of Chiefs of Police – Center for Police Research and Policy. She received her Ph.D. with an emphasis in Crime Prevention from the University of Cincinnati. She uses the crime science perspective to study the criminological impact of the design and management of places, as well as crowd and neighborhood dynamics associated with violence. Her publications and trainings translate theory and research evidence into practice and policy. Her book, Preventing Crowd Violence, has been translated into two foreign languages. She has published numerous practitioner-focused research papers, including two Problem-Oriented Policing Guides funded by the COPS Office and two research monographs recognized by the Center for Problem Oriented Policing. She co-developed the violence reduction initiative, Place-based Investigations of Violent Offender Territories (PIVOT), which received the 2017 Herman Goldstein Excellence in Problem-Oriented Policing Award. At UNLV, Dr. Herold has received the CSUN Faculty Excellence Award, the University Spanos Distinguished Teaching Award, and the College of Urban Affairs Teaching and Community Engagement Awards.

Complex and demanding, crowd management is a fundamental police function. Police must address safety concerns across different environments and among diverse participants and groups, while adapting to dynamic and sometimes volatile situations with limited resources and information. The frameworks, tools, tactics, and perspectives offered in this presentation provide an evidence-based lens from which to approach the task of developing effective crowd management strategies. We will discuss how social dynamics and environmental features influence individual motivation within gatherings, and explore proactive strategies to promote positive police-participant interactions and peaceful event outcomes.

Dr. Tamara Herold is an expert in situational dynamics that lead to crime and violence. She’s been studying unruly crowds and police response to managing crowds for many years.
