Head Chaplain & Critical Incident Stress Debriefer
"How to Foster Resilience and Resilient Leadership" (Mental Health - 4 hours) Greg Young is the Head Chaplain and Critical Incident Stress Debriefer for the Germantown Police Department. In addition, Greg is an International Law Enforcement Education Training Association Member and a crisis responder for various agencies, providing Critical Incident Stress Debriefings and follow-up care where needed. He has used his expertise and training in crisis response to bring hope, recovery, and resilience to first responders and others affected by tragedy in such incidents as the Sandy Hook Elementary School shooting, Sikh Temple Mass shooting, and Hurricane Katrina. Greg is currently a trainer for the International Critical Incident Stress Foundation and is qualified to train in five categories of Critical Incident Stress Management.

Sir Ernest Shackleton ![]() Chief Kathy McAlpine City of Tigard Chief of Police "Riots in the Suburbs - Lessons Learned from the Tigard Police Department" (Leadership - 2 hours) Chief Kathy McAlpine started her law enforcement career in 1986 as a police patrol officer for Tacoma Police Department. Chief McAlpine served 30.5 years with Tacoma PD where she held the ranks of Detective, Sergeant, Lieutenant, Captain, and 5 years as an Assistant Chief. Her experience includes narcotics unit, Federal Violent Crimes Task Force, Gang Unit Commander, Street Crimes Unit supervisor, Internal Affairs investigator, and SWAT Commander. Chief McAlpine was instrumental in implementing many of the pillars of the 21st Century Policing initiative working to build trust between the police and communities of color and the Open-Data Initiative.
Chief McAlpine is a district representative with the Oregon Association of Chiefs of Police (OACP), currently on the Oregon Accreditation Alliance board. She serves on various other boards (Washington County Consolidated Communications Association CEO board and the Board of Commissions). In 2020, she was selected as the OACP representative for the DPSST Police Policy Board. This year she also serves on the OACP/OSSA Legislative Task Force. Lastly, she is the law enforcement representative for the Washington County Center for Addiction, Triage and Treatment Steering Committee working to develop a comprehensive model to address substance disorder and mental health. Chief McAlpine holds a Bachelor of Science in Workforce Education and Development from Southern Illinois University-Carbondale, and a Master of Science in Criminal Justice from Columbia College. Chief McAlpine is a 2011 Graduate of Northwestern Police Command College. Chief McAlpine holds an Executive Certificate from the Department of Public Safety Standards and Training.
Bob serves as one of two police commanders for the City of Tigard, and currently oversees the patrol (operations) division. He joined the Tigard Police Department in 1997 after being raised in an Air Force family that settled in the Sherwood, Oregon area since the mid 70’s. Graduating from Sherwood High School, he followed a family tradition of service by entering the U.S. Army and was stationed in locations along the east coast and in Europe over the course of six years. In 1991 Bob made the decision to leave the service to become a police officer in Arkansas, but chose to return home to Oregon in 1997 where joined the Tigard Police Department. Cdr. Rogers was promoted to sergeant in 2000, to lieutenant in 2006 and to captain in 2009. In the summer of 2016, under a new organizational structure, the assistant chief and captain positions were re-worked into two commander positions. As such, Cdr. Rogers has served as the division commander for both the operations and services divisions over the years. He also served as the Interim Chief for nine months until Chief McAlpine’s appointment in 2017. He holds a Bachelor of Arts degree from Saint Leo University in Florida, a master’s certificate in Leadership from the University of Virginia, an Executive Certification from the Department of Public Safety Standards and Training (DPSST) and is a graduate of the 242nd session of the FBI National Academy. He is a board member and past president of the Oregon Executive Development Institute, as well as an active member of both the Oregon & International Associations of Chiefs of Police and the Oregon Chapter of the FBI National Academy Associates.
